Expert Communications Inc. (ECI), a national direct response firm specializing in marketing solutions for regulated industries, announced the formation of a new Database Marketing division. Offering complete data services and customer relationship management (CRM) for marketing professionals, the new division will be lead by industry experts Christopher Dunn and Scott Matson.

This is a natural evolution for ECI that will allow us to deliver the right message to the right audience at the right time, noted Bara Oscodar, ECI President. It means increased response rates -- and savings -- for our clients.

ECI's new division will make clients' marketing data work for them by identifying new and missed sales opportunities, providing customer segmentation strategies driven by how and when customers buy and even recommending how much to spend to acquire and retain the right customers. A secure, high-speed data center will ensure customer privacy and industry compliance.

In today's increasingly competitive and highly-regulated marketing environment, it's vital for our clients to get the data expertise they need to effectively communicate to their customers, explained Chris Dunn, ECI's new vice president of database marketing. At the same time, HIPAA, Gramm-Leach-Bliley and Enhanced 911 (E911) regulations mean that data privacy is more important than ever before.

Dunn, 41, brings a proven track record in data management, data analytics and direct marketing in the financial services, health care, telecommunications and high-tech industries to his new position at ECI. He has expertise in product definition, strategic planning, e-commerce and product launches, and has lead strategy development and implementation in both the consumer and business-to-business market spaces.

Most recently, Dunn was a founder and partner of thinkSmart, a San Francisco-based business intelligence firm whose clients include Wells Fargo, Blue Shield of California, Intuit and Verizon.

Scott Matson, 45, joins ECI as director of database marketing. He comes to the agency from Investools Inc. (formally the 360 Group), where he served as director of database development and was responsible for all data processing associated with their marketing clients, including Men's Warehouse, Barclays Global Investors, University of Phoenix, Universal Studios and Wells Fargo.
